China's retaliatory tariffs penalize $2.2 billion annually in plastics and chemicals imports, putting US chemical investment and jobs in jeopardy, said the American Chemistry Council. "We anticipate significant disruptions to supply chain operations, offshoring of production, and termination of production altogether due [to] the sudden, uneven playing field that duties would create in the global marketplace," ACC said.
The American Chemistry Council annual meeting this month highlighted the group's focus on the problem of plastic waste, as well as the industry's concern about tariffs impeding the chemical industry's growth prospects. "We're building enormous capacity in the US, and to the extent that tariffs impede our ability to do that, then that's an issue," said Bob Patel, CEO of LyondellBasell and ACC board chairman.
US District Judge William Shubb last week blocked California from requiring warning labels for glyphosate under its Proposition 65 program. The state had asked for a reconsideration of Shubb's earlier injunction.
DuPont will invest more than $200 million in updating the DuPont Experimental Station in Delaware. The plans call for new CRISPR genome-editing machines, automated lab equipment and other tools.
The American Chemistry Council's efforts to reduce plastic debris are a welcome help to the circular economy, according to this analysis. "The global chemicals and plastics industry has an imperative to fight the spread of mismanaged plastic waste that is increasingly littering our rivers, oceans and landscapes," said ACC President and CEO Cal Dooley.
The American Chemistry Council is supportive of congressional efforts to reauthorize the Chemical Facility Anti-Terrorism Standards program for an extended period while also supporting the Trump administration's efforts to roll back Obama-era updates to the Environmental Protection Agency's Risk Management Plan program. "Facilities that have been in compliance and operating safely should not be subject to a broad new federal mandate," ACC's Bill Erny said.
The Senate Appropriations Committee on Thursday advanced a $35.85 billion bill for fiscal 2019 that would maintain the Environmental Protection Agency's fiscal 2018 funding. The committee didn't make changes to the measure.
US chemical production should increase by 3.4% in 2018 and 3.6% in 2019, according to a report by the American Chemistry Council. "In addition, production of plastic resins is set to grow at the fastest pace since 2012 as new capacity comes online and demand firms for domestic customers and those abroad," ACC said.
